This description has not changed in times of war.  The olive branch is shown in the right (dexter) talon of the eagle and the arrows in the left (sinister) talon.  The eagle faces to the right (dexter) side as a convention of heraldry.  The olive branch in the right (dexter) talon symbolizes the United States prefers peace over war.  The arrows in the left (sinister) talon symbolizes that the United States will pursue war if required.  The government has the power to wage war.

Some artistic versions of the U.S. coat of arms have shown the olive branch and arrows reversed.  Others have shown the eagle facing to the left.  These are cases of artistic fancy or artistic license.  The official coat of arms and seal have always been as described by law.</description>
